This is a length of black heat shrink, which can be used at the end of stabilizer wires to dampen vibrations which can otherwise cause rattle and other unpleasant acoustic features.
The heat shrink is made from cross-linked polyolefin, and has a thicker wall than you would normally find on heat shrink of such a small diameter, which makes this an effective material for helping to get your stabilizers under control.
Sold as a pack of 14 pre-cut sections around 9mm in length, which can easily be trimmed if required.
